Article1ThisLawinactedinaccordancewiththeConstitutionforthepurpoofpromotingthe
normalizationandstandardizationofthestandardspokenandwrittenChinelanguageandits
sounddevelopment,makingitplayabetterroleinpublicactivities,andpromotingeconomicand
culturalexchangeamongalltheChinenationalitiesandregions.
Article2ForpurposofthisLaw,thestandardspokenandwrittenChinelanguagemeans
Putonghua(acommonspeechwithpronunciationbadontheBeijingdialect)andthe
standardizedChinecharacters.
Article3TheStatepopularizesPutonghuaandthestandardizedChinecharacters.
Article4AllcitizensshallhavetherighttolearnanduthestandardspokenandwrittenChine
language.
TheStateprovidescitizenswiththeconditionsforlearningandusingthestandardspokenand
writtenChinelanguage.
Localpeople'sgovernmentsatvariouslevelsandtherelevantdepartmentsunderthemshalltake
measurestopopularizePutonghuaandthestandardizedChinecharacters.
Article5ThestandardspokenandwrittenChinelanguageshallbeudinsuchawayastobe
conducivetotheupholdingofstatesovereigntyandnationaldignity,tounificationofthecountry
andunityofthenationalities,andtosocialistmaterialprogressandethicalprogress.
Article6TheStatepromulgatesstandardnormsofthespokenandwrittenChinelanguage,
administersitsuinthecommunity,supportstheteachingofandscientificrearchinthe
languageinordertopromoteitsnormalization,enrichmentanddevelopment.
Article7TheStaterewardstheorganizationsandindividualsthathavemadeoutstanding
contributioninthefieldthestandardspokenandwrittenChinelanguage.
Article8Allthenationalitiesshallhavethefreedomtouanddeveloptheirownspokenand
writtenlanguages.
Thespokenandwrittenlanguagesoftheethnicpeoplesshallbeudinaccordancewiththe
relevantprovisionsoftheConstitution,theLawonRegionalNationalAutonomyandotherlaws.
ChapterIIUoftheStandardSpokenandWrittenChineLanguage
Article9PutonghuaandthestandardizedChinecharactersshallbeudbyStateorgansasthe
officiallanguage,exceptwhereotherwiprovidedforinlaws.
Article10PutonghuaandthestandardizedChinecharactersshallbeudasthebasic
languageineducationandteachinginschoolsandotherinstitutionsofeducation,exceptwhere
otherwiprovidedforinlaws.
PutonghuaandthestandardizedChinecharactersshallbetaughtinschoolsandother
netextbooksudshallbein
conformitywiththenormsofthestandardspokenandwrittenChinelanguage.
Article11PublicationsinChineshallbeinconformitywiththenormsofthestandardspokenand
writtenChinelanguage.
WhereforeignlanguagesneedtobeudinpublicationsinChine,necessaryexplanatorynotes
instandardChineshallbeapplied.
Article12PutonghuashallbeudbythebroadcastingandTVstationsasthebasicbroadcasting
language.
Whereforeignlanguagesneedtobeudasthebroadcastinglanguages,themattershallbe
subjecttoapprovalbythebroadcastingandtelevisionadministrationundertheStateCouncil.
Article13ThestandardizedChinecharactersshallbeudasthebasiccharactersinthe
othaforeignlanguageandtheChinelanguageareudinsignboards,
advertiments,bulletins,signs,etc.,asisneededbythetrade,thestandardizedChine
charactersshallbeudasfarastheChineLanguageisconcerned.
PeopleworkinginthervicetradeareencouragedtouPutonghuawhenprovidingrvices.
Article14ThestandardspokenandwrittenChinelanguageshallbeudasthebasicspoken
andwrittenlanguageinthefollowingcircumstances:
(1)spokenandwrittenlanguageforbroadcasting,filmsandTVprograms;
(2)writtenlanguageforthefacilitiesinpublicplaces;
(3)writtenlanguageinsignboardsandadvertiments;
(4)namesofenterprisandotherinstitutions;and
(5)packagingandspecificationsofcommoditiesmarketedinthecountry.
Article15ThestandardspokenandwrittenChinelanguageudininformationprocessingand
informationtechnologyproductsshallbeinconformitywiththenormsoftheState.
Article16WheretherelevantprovisionsofthisChapterareconcerned,localdialectsmaybeud
underthefollowingcircumstances:
(1)whenStatefunctionariesreallyneedtouthemintheperformanceofofficialduties;
(2)wheretheyareudinbroadcastingwiththeapprovalofthebroadcastingandtelevision
administrationundertheStateCouncilorofthebroadcastingandtelevisiondepartmentatthe
provinciallevel;
(3)wheretheyareneededintraditionaloperas,filmsandTVprogramsandotherformsofart;and
(4)wheretheiruisreallyrequiredinthepublishing,teachingandrearch.
Article17WherebytherelevantprovisionsofthisChapterareconcerned,theoriginalcomplexor
thevariantformsofChinecharactersmayberetainedorudunderthefollowing
circumstances:
(1)inculturalrelicsandhistoricsites;
(2)thevariantformsudinsurnames;
(3)inworksofartsuchascalligraphyandalcutting;
(4)handwritteninscriptionsandsignboards;
(5)wheretheiruisrequiredinthepublishing,teachingandrearch;and
(6)otherspecialcircumstanceswheretheiruisapprovedbytherelevantdepartmentsunderthe
StateCouncil.
Article18The"SchemefortheChinePhoneticAlphabet"shallbeudasthetoolof
transliterationandphoneticnotationforthestandardspokenandwrittenChinelanguage.
The"SchemefortheChinePhoneticAlphabet"istheunifiednormoftheRomanlettersfor
transliteratingthenamesofChinepeopleandplacesaswellasChinedocumentsandisud
intherealmswhereitisinconvenienttoutheChinecharactersorwheretheChine
characterscannotbeud.
Chinephoneticalphabetsshallbeudinprimaryeducation.
Article19AllstaffmemberswhoneedtouPutonghuaastheirworkinglanguageshallhavethe
abilitytospeakPutonghua.
ThePutonghualevelofthowhouPutonghuaastheirworkinglanguage,suchasbroadcasters,
programhostsandhostess,actorsandactressoffilms,TVriesandplays,teachersand
StatefunctionariesshallreachtherespectivestandardstbytheState;thowhohavenotyet
reachedsuchstandardsshallreceivedifferenttraining,asthecamaybe.
Article20PutonghuaandthestandardizedChinecharactersshallbetaughtinclassfor
foreignerswhoarelearningChine.
ChapterIIIAdministrationandSupervision
Article21Thedepartmentinchargeoftheworkrelatedtospokenandwrittenlanguageunderthe
StateCouncilshallberesponsibleforplanning,guiding,administeringandsupervisingthework
relatedtothestandardspokenandwrittenChinelanguage.
ThedepartmentsconcernedundertheStateCouncilshalladministertheuofthestandard
spokenandwrittenChinelanguageintheirowndepartments.
Article22Localdepartmentsinchargeoftheworkrelatedtospokenandwrittenlanguageand
otherdepartmentsconcernedshalladministerandsupervitheuofthestandardspokenand
writtenChinelanguagewithintheirownadministrativeareas.
Article23Theadministrativedepartmentsforindustryandcommerceunderthelocalpeople's
governmentsatorabovethecountylevelshalladministerandsupervitheuofspokenand
writtenlanguageinthenamesofenterprisandcommoditiesaswellasinadvertiments.
Article24Thedepartmentinchargeoftheworkrelatedtospokenandwrittenlanguageunderthe
StateCouncilshallissuestandardsforthetestofPutonghuaatdifferentgrades.
Article25Thedepartmentinchargeoftheworkrelatedtospokenandwrittenlanguageunderthe
StateCouncilorotherdepartmentsconcernedshallmakearrangementsfortheexaminationofthe
translationofthepropernounslikethenamesofforeignersandforeignplacesandthescientific
andtechnicaltermsintothestandardspokenandwrittenChinelanguage.
Article26Anycitizenmaymakecriticismandputforwardsuggestionswheretheuofspoken
andwrittenlanguageisatvariancewiththenormsofthestandardspokenandwrittenChine
languageandisinviolationoftherelevantprovisionsinChapterIIofthisLaw.
WherepersonsmentionedinthecondparagraphofArticle19ofthisLawuthelanguagein
violationoftherelevantprovisionsofChapterIIofthisLaw,theunitsconcernedshall,bywayof
education,criticizethepersonswhoaredirectlyresponsible;anyonewhorefustoputitright
shallbehandledbytheunitsconcerned.
Wherethecharactersudinthefacilitiesandsignboardsinpublicplacesofcitiesandin
advertimentsareinviolationoftherelevantprovisionsofChapterIIofthisLaw,the
administrativedepartmentsconcernedshallgiveordersforthemtobecorrected;anyonewho
refuscorrectthemshallbegivenadisciplinarywarningandbeurgedtoputthemrightwithina
timelimit.
Article27Anyonewho,inviolationofthisLaw,interfereswithotherpersons'learningandusingof
thestandardspokenandwrittenChinelanguageshallbeorderedbytherelevantadministrative
departmentstoputitrightwithinatimelimitandbegivenadisciplinarywarning.
ChapterIVSupplementaryProvisions
Article28ThisLawshallgointoeffectasofJanuary1,2001.
