关于解决房屋权属登记历史遗留问题的思考

摘要：房屋权属登记关系到广大人民群众的切身利益，房产依

法登记也反映了全社会法制意识的增强。本文用翔实的数字列举了

目前低发证率的现状，分析了历史遗留问题的形成原因，以及该问

题久拖不决的严重危害，有针对性的提出了解决思路和处理原则。

abstract: the hou ownership registration is related to

the people’s vital interests, and also is a reflection of

the legal system consciousness enhancement of the whole

society. this paper dicuss the situation of low licen

issuing by using the detailed figure, analyzes the cau of

the problems left over from history, and the rious harm if

the problem being dragged on, and then puts forward the solve

ideas and processing principle.
